Grado de eficacia del sistema administrativo sancionador de la Ley Forestal N.º 1700 respecto a los incendios forestales en el Bosque Seco Chiquitano

Abstract

De manera simbólica, y frente a los continuos impactos forestales, que con vívida angustia se producen cada año en nuestro territorio, esta tesis, expone hechos e incidentes vinculados con el efecto y la aplicación de la Ley Forestal N.º 1700, en cuanto al mecanismo del sistema administrativo sancionador. El Bosque Seco Chiquitano, es la unidad de estudio, de relevante importancia ecológica y socio-económica como recurso forestal; con variados ecosistemas, y uno de los bosques secos remanentes a nivel mundial, y ha venido sufriendo recurrentes incendios, con eventos de magnitud catastrófica, (año 2024 con 12,6 millones de hectáreas quemadas), ocasionando un daño ambiental de consecuencias inconmensurables, con millones de especies de plantas y animales extinguidos, muchos de ellos endémicos. Además, del daño humano a los habitantes, que quedaron desprotegidos y vulnerados.

Symbolically, and facing the continuous forest impacts that occur with vivid anguish every year in our territory, this thesis presents facts and incidents related to the effect and application of Forest Law No. 1700, regarding the mechanism of the sanctioning administrative system. The Chiquitano Dry Forest is the unit of study, of relevant ecological and socio-economic importance as a forest resource; with diverse ecosystems, and one of the remaining dry forests worldwide, and has been suffering recurrent fires, with catastrophic events (year 2024 with 12.6 million hectares burned), causing environmental damage of immeasurable consequences, with millions of plant and animal species extinct, many of them endemic. In addition, the human damage to the inhabitants, who were left unprotected and violated.
