Fundamentos para regular el derecho de acceso a la información pública en Bolivia

Abstract

El presente trabajo de investigación, se aproxima al derecho de acceso a la información como aquel derecho humano de cuyo ejercicio pleno depende la realización de otros. Además de esto, enfoca el compromiso para la protección de este derecho asumida por los Estados y, específicamente por el Estado boliviano; del cual emergen obligaciones que deben ser observadas y cumplidas.<br /> Para abordar este tema, el trabajo se encuentra estructurado en cinco capítulos: el primero, da cuenta de los objetivos, el marco general de justificación sobre la importancia de la problemática, los fundamentos iniciales para el estudio y las bases metodológicas que se constituyen en el eje central que guía el texto en su totalidad.The present research work approaches the right of access to information as that human right whose full exercise depends on the realization of others. In addition to this, it focuses on the commitment for the protection of this right assumed by the States and, specifically, by the Bolivian State; from which emerge obligations that must be observed and fulfilled.<br /> To address this issue, the work is structured in five chapters: the first, gives an account of the objectives, the general framework of justification on the importance of the problem, the initial foundations for the study and the methodological bases that are constituted in the study. central axis that guides the text in its entirety.
