Modelo de evaluación de impacto de la capacitación en el desempeño laboral de los notarios de fé publica

Abstract

El Derecho Notarial es una disciplina dentro de las ciencias del Derecho con autonomía y características particulares, que hacen imprescindible sus funciones su conocimiento y estudio; las modificaciones normativas en Bolivia han permitido extender las atribuciones del Notario de Fe Publica funciones que eran propias del Juez Ordinario. Sin embargo, estas nuevas instituciones que nacen como requerimientos básicos de la nueva realidad de la justicia boliviana al mismo tiempo que se puso en vigencia una nueva ley, se vio en la necesidad de acelerar la elaboración de planes y programas de capacitación sin ningún contenido pedagógico, menos responder a modelos educativos acordes con los nuevos paradigmas de la educación, olvidando incluso la aplicación de metodologías congruentes a la formación y educación; ahora vivimos nuevos tiempos de ahí la necesidad de avanzar esta temática conforme al avance científico.Notarial Law is a discipline within the sciences of Law with autonomy and particular characteristics, which make its functions, knowledge and study essential; the normative modifications in Bolivia have allowed extending the attributions of the Notary of Public Faith functions that were proper of the Ordinary Judge. However, these new institutions that are born as basic requirements of the new reality of Bolivian justice at the same time that a new law was put into effect, it was necessary to accelerate the development of training plans and programs without any pedagogical content, less respond to educational models in line with the new paradigms of education, forgetting even the application of congruent methodologies to training and education; now we live in new times hence the need to advance this issue according to scientific progress.
