La aplicación del marco lógico en proyecto de agua potable y saneamiento

Abstract

El estudio presenta como objetivo establecer el grado de deficiencia en la aplicación del marco lógico en el componente social de proyectos de agua potable y saneamiento ejecutados en el área rural, del Programa MIAGUA IV del FPS como determinante; para sentar las bases de un acompañamiento efectivo que asegure la sostenibilidad de los servicios. La metodología que se utilizó fue de enfoque cualitativo, de tipo básico, nivel descriptivo y un diseño documental. Para la recolección de datos se realizó el análisis documental extrayendo la información del fenómeno de estudio. Para la muestra se consideraron tres proyectos comunitarios del programa MIAGUA IV. Se concluye que el Fondo Nacional de Inversión Productiva y Social no aplica correctamente la teoría del Marco Lógico en la elaboración de la matriz operativa del Programa MIAGUA IV, pues no considera la lógica vertical los aspectos del fin y propósito y en la lógica horizontal se encuentra carente de los supuestos, de manera que la afectación al conjunto de los logros es visible y notoria. Cabe destacar, que la matriz operativa debe visualizar todas las necesidades del proyecto de forma organizada de acuerdo con la teoría. Se recomienda, que los indicadores deben presentarse de manera específica, ya que de ellos depende el cumplimiento de los objetivos. Por otro lado, los supuestos deben ser redactados de forma positiva para alcanzar los objetivos, de lo contrario al ser negativo quitará el propósito de la matriz.The study presents the objective of establishing the level of deficiency in the application of the logical framework in the social component of drinking water and sanitation projects carried out in the rural area, of the MIAGUA IV Program of the FPS as a determinant; to lay the foundations of effective support that ensures the sustainability of services. The methodology that was used had a qualitative approach, a basic type, a descriptive level and a documentary design. For data collection, document analysis was carried out, extracting information from the study phenomenon. For the demonstration, three community projects from the MIAGUA IV program will be considered. If it is concluded that the Fondo Nacional de Inversión Productiva y Social does not correctly apply the theory of the Logical Framework in the elaboration of the operational matrix of the MIAGUA IV Program, it does not consider the vertical logic of the aspects of the end and purpose and in the horizontal logic it finds itself lacking in assumptions, in a way that the effect on the set of achievements is visible and notorious. It is worth highlighting that the operational matrix must visualize all the needs of the project in an organized way according to the theory. It is recommended that the indicators must be presented in a specific way, as compliance with the objectives depends on them. On the other hand, assumptions must be written in a positive way to achieve objectives, otherwise being negative will eliminate the purpose of the matrix.
