Abstract

El presente proyecto tiene la finalidad de identificar y plantear propuestas para la disminución de factores recurrentes que inciden en la falta de veracidad en documentos notariales de transferencia mediante compraventa de inmuebles en el municipio de Oruro, el proyecto reviste particular importancia porque determinara cuales son los factores, las falencias que inciden en la falta de veracidad especialmente en la fase de recepción e instrumentación de esas escrituras públicas a momento de ejercer la labor notarial de asesoramiento, también se plantea la propuesta que se circunscribe a un procedimiento que todos los notarios deben observar a la hora de atender ese tipo de trámites, todo con el fin de impedir que al momento de otorgar este tipo de documentos estos gocen de la eficacia de registro en la Oficina de Derechos Reales y mediante la publicidad la protección del derecho propietario de las personas que adquieren inmuebles y también se propone que este instrumento tenga bases claras para ejercer la labor de asesoramiento notarial y con ello al tratamiento uniforme en todos los tramites de transferencias de bienes inmuebles.
