La convivencia en sociedad implica el cumplimiento de la ley del derecho y para hacerlo efectivo, el Estado se ha dotado de un derecho o ius puniendi, para castigar las conductas que vulneren el orden jurídico establecido. Así por ejemplo en el ámbito del derecho penal, el órgano judicial se encarga de sancionar los delitos, y por otro lado en el ámbito del derecho administrativo, el órgano ejecutivo a través de la administración pública sanciona las contravenciones administrativas. En este marco el régimen constitucional vigente en Bolivia, está basado en un pluralismo en el que confluyen varias vertientes, incluido el económico, bajo la premisa del vivir bien, donde los recursos naturales juegan un rol importante al ser estratégicos para la economía. Sin embargo ese régimen se encuentra aún en transición puesto que leyes sectoriales como la Ley No 1700 y la Ley No 1715, que regulan los sectores forestales y agrario respectivamente aún no se adecuan a los preceptos constitucionales vigentes
The coexistence in society implies the fulfillment of the law of the right and to make it effective, the State has endowed with a right or ius puniendi, to punish the behaviors that violate the established juridical order. For example, in the area of criminal law, the judicial body is responsible for punishing crimes, and on the other hand in the area of administrative law, the executive body through the public administration sanctions administrative offenses. In this context, the constitutional regime in force in Bolivia is based on a pluralism in which various aspects, including the economic one, converge under the premise of living well, where natural resources play an important role in being strategic for the economy. However, this regime is still in transition since sectoral laws such as Law No 1700 and Law No. 1715, which regulate the forestry and agrarian sectors, respectively, still do not conform to the prevailing constitutional precepts
